The property route
Montenegro’s property route can support temporary residence for an owner of at least half of a qualifying building, such as a house, apartment or commercial premises. Bare land is excluded. Article 56 requires the municipal property transfer-tax decision to show a taxable value of at least €150,000; that is the property's assessed value, not the tax paid. EU nationals and their family members, and nationals of Iceland, Liechtenstein, Norway and Switzerland, are exempt from providing that value evidence.
For a rural buyer, the first question is which property the residence application would rely on. Ask for the building entry and the relevant tax decision together. A price agreed for an entire estate is insufficient by itself to establish the basis of a successful application.
Company-owned property and the director route
A company-owned house belongs to the company. A shareholder planning to live in Montenegro would usually investigate the executive-director route. The foreign ownership guide explains the difference between owning the land and owning shares in its owner.
For relevant entrepreneurs and executive directors who own all or more than 51% of their company, Article 70 ties permit renewal to evidence of at least €5,000 in annual taxes and contributions. The same nationality and family exemptions apply to that evidence. Company registration alone does not grant residence.
Before choosing this route, ask an accountant which payments would qualify and what the proposed business would actually cost to run. Consider the work you would do, the records the company would keep and how renewal fits with your intended time in the country.
General requirements and permanent residence
General residence requirements include valid documents, means, housing and health insurance. Existing permit holders should check the applicable transitional rules.
Permanent residence requires a separate application. The current Article 86 sets a general five-year continuous-residence test and absence rules; it contains no blanket exclusion for property-based stays. Have the Ministry of the Interior confirm how your actual permit history will count. Keep records of your permits and time abroad from the start.
